Today on February 16, State Corporation ‘Bank for Development and Foreign Economic Affairs (Vnesheconombank)’, the Krasnoyarsk Territory Administration Council and CJSC CHEK-SU.VK entered into an Agreement on Cooperation.

The Agreement was signed by Vnesheconombank Chairman Vladimir Dmitriev, Krasnoyarsk Territory Govenor – Krasnoyarsk Territory Administration Council Chairman Alexandr Khloponin and CJSC CHEK-SU.VK Board Director Viktor Khrolenko.

The Agreement formulates fundamental principles of the three sides’ cooperation in carrying out a mining and smelting complex construction project aimed at developing the Usinsk deposit of manganese ores and constructing a smelter in the city of Krasnoyarsk.

The smelter will be designed with due regard to Russian and international requirements for environmental safety.

Under the Agreement Vnesheconombankin will make a financial appraisal of the project and participate in working out financing schemes and act as an arranger and co-arranger for financing the project. The Bank’s participation in funding this project is in line with principles, main lines of business and industrial priorities of Vnesheconombank’s investment activity stipulated in the Memorandum of the Bank’s Financial Policy.

The implementation of this project would dramatically reduce the import of ferroalloys into the Russian Federation and will help:

  • address social problems of the region by building social, road and housing infrastructure in West Siberian poorly developed territories and create additional jobs ( more than 2500 jobs);
  • raise people’s incomes and living standards in the region;
  • increase tax revenues to budgets at all levels;
  • expand businesses involved in building a mining and smelting complex.

Thus, the development of the Usinsk deposit of manganese ores and the construction of a smelter in the city of Krasnoyarsk will not only contribute to the development of the Krasnoyarsk Territory’s, the Khakasia Republic’s and the Kemerovo region’s economy but will also result in implementing measures being adopted by the Russian Government to develop the Russian smelting industry (including manufacturing of special steels) for a period till 2015.

Vnesheconombank, MAN Ferrostaal AG and Russia’s Union of Timber Industrialists and Timber Exporters Sign Agreement

Today, on February 15, State Corporation ‘Bank for Development and Foreign Economic Affairs (Vnesheconombank)’, MAN Ferrostaal AG and Russia’s Union of Timber Industrialists and Timber Exporters signed an Agreement on Establishing a Joint Investment-Engineering Company in the timber industry.

The Agreement was signed by Vnesheconombank Chairman Vladimir Dmitriev, MAN Ferrostaal Board Director Matthias Mitscherlich and Russia’s Union of Timber Industrialists and Timber Exporters Vice President Andrei Frolov.

The three sides are determined to establish a joint investment-engineering company – RUSLES – Engineering for designing and turnkey construction of new modern timber processing facilities with the use of advanced technologies in pulp-and paper and timber processing industries.

Under the Agreement the projects carried out by the Company would help speed up the expansion of domestic production facilities designed to deeply process wood, manufacture high value-added products, make domestic timber and paper products more competitive, promote Russia’s national interests in the world’s trade in timber and minimize negative impact of newly established timber processing facilities on the environment. The operation of the company to be established would allow to ensure sustainable, balanced development and rebuilding of Russia’s timber resource base in order to avoid a gap between the expanding timber industry’s demand in timber resources and their supply.

Vnesheconombank’s participation in establishing the said company is in line with the Bank’s principles, its main lines of business and industrial priorities (timber processing industry) stipulated in Vnesheconombank’s Memorandum on its Financial Policy and it is also aimed at implementing the Concept of Developing Russia’s Timber Industry for 2003 – 2010 and the Federal Target Program “ Expansion of Production Facilities for Deep Timber Processing and Development of New Timberlands for a Period till 2015.

Vnesheconombank and United Industrial Corporation Sign Memorandum

Today on February 15, in the course of the Fifth Krasnoyarsk Economic Forum State Corporation ‘Bank for Development and Foreign Economic Affairs (Vnesheconombank)’ and the United Industrial Corporation entered into a Memorandum on Cooperation in carrying out two projects of national significance and implemented within public private partnership.

The Memorandum was signed by Vnesheconombank Chairman Vladimir Dmitriev and United Industrial Corporation President Alexandr Gnusarev.

Under the Memorandum two projects are to be carried out:

  1. Construction of a rail branch line Kyzyl – Kuragino as well as a phased development of the Elegest coking coal deposit;
  2. Construction of a modern shipbuilding facility for manufacturing high-technology types of sea civil and military ships on the basis of Severnaya Verf’s production facilities.

The first project is aimed at building a 400-kilometer rail branch line, a 38-kilometer spur track and at a phased development of a coking coal deposit near the city of Kyzyl in the Tyva Republic. The maximum amount of investment in this project is about 125 billion rubles of which 49.3 billion rubles is to be allocated from the Russian Investment Fund. The project is being carried out in order to overcome economic growth infrastructure restrictions in the Tyva Republic and increase the region’s budget revenues to eliminate the need for subsidizing the region.

The second project provides for building the largest dry dock in Russia with auxiliary production facilities, reconstructing and modernizing Severnaya Verf’s existing shops and infrastructure. The amount of money expected to be invested in the project is 13.72 billion rubles. The project is aimed at building a modern competitive shipbuilding production facility in the North-West of Russia.

Both projects will be launched in the year 2008.

Under the Memorandum Vnesheconombank is considering the possibility of acting as an organizer of financing for the projects provided that they are in line with the Memorandum on the Bank for Development’s Financial Policy.
