On Agreement between Vnesheconombank and Khanty-Mansi Autonomous District - Yugry Government

Today, State Corporation ‘Bank for Development and Foreign Economic Affairs (Vnesheconombank)’ and the Khanty-Mansi Autonomous District - Yugry Government entered into an Agreement on Cooperation.

 

On behalf of Vnesheconombank the Agreement was signed by Vnesheconombank Chairman Vladimir Dmitriev and on behalf of the Khanty-Mansi Autonomous District – by Governor, Chairman of the District Government Alexandr Philipenko.

 

The Agreement aims to establish strategic partnership, promote long-term effective and mutually beneficial cooperation between the parties in investment activity.

 

Under the Agreement the parties intend to cooperate in raising funds to finance investment projects planned to be implemented on the territory of Yugry. Specifically, projects in the agro-industrial complex (fish breeding), industrial sector and manufacturing of construction materials are considered to be promising. A list of investment projects is to be made on an annually on the basis of the Strategy of the Khanty-Mansi Autonomous District – Yugry Socio-Economic Development up to the year 2020.

 

The implementation of this Agreement would help address top-priority objectives of the region’s economic development and boost its economic and industrial potential.

 

Under the Memorandum on Vnesheconombank’s Financial Policies, support for investment projects aimed at addressing top-priority objectives of regional socio-economic development as well as at developing power engineering and transport infrastructure, boosting natural resources utilization  efficiency are high-priority lines of the Bank’s investment activity.

On Holding Annual General Shareholders Meeting of OJSC Belvnesheconombank

An Annual General Shareholders Meeting of OJSC Belvnesheconombank (the Republic of Belarus) was held in Minsk on March 27, 2009.

 

The meeting summed up the results of Belvnesheconombank’s performance for 2008 and discussed prospects for the Bank’s development.

 

Under the decision of Belvnesheconombank’s shareholders the following representatives of Vnesheconombank became members of the Bank’s Supervisory Board: Planning Economic Department Director Natalja Gubina, Finance Institutions Department Director Alexandr Zelenov, Documentary Transactions Directorate Head of the Structural and Debt Financing Department Anton Ignatjev, Management Board Member – Vnesheconombank First Deputy Chairman Nikolai Kosov, Management Board Member – Vnesheconombank Deputy Chairman Sergei Lykov, Management Board Member – Vnesheconombank Deputy Chairman Petr Fradkov. CJSC ROSEXIMBANK Management Board Chairman Nikolai Gavrilov was also elected as member of OJSC Belvnesheconombank Supervisory Board.

 

Petr Fradkov was elected as OJSC Belvnesheconombank Supervisory Board Chairman, Sergei Lykov was elected as Deputy Chairman of OJSC Belvnesheconombank Supervisory Board.

 

Vnesheconombank owns a 97.24% stake in OJSC Belvnesheconombank’s charter fund.

On Payments to Repay Foreign Debt of the Russian Federation

State Corporation ‘Bank for Development and Foreign Economic Affairs (Vnesheconombank)’ in accordance with the terms of issuing eurobonds and on the Russian Finance Ministry’s instructions transferred to The Bank of New York Mellon funds in the total amount of 1 billion 572 million 808 thousand 250.74 US dollars to make a regular payment on eurobonds to repay government foreign debt of the Russian Federation including:

 

-          in the amount of 368 million 676 thousand 725.51 US dollars to repay principal and pay coupons on eurobonds with a final maturity date of 2010;

-          in the amount 1 billion 204 million 131 thousand 525.23 US dollars to repay principal and pay coupons on eurobonds with a final maturity date of 2030.

 

Coupons are paid twice a year.

 

The payment was made in a single currency.

On Completing Transaction in Extending Trade Financing to Vnesheconombank

State Corporation ‘Bank for Development and Foreign Economic Affairs (Vnesheconombank)’ and the City Financial Company completed a transaction in extending trade financing worth 25 million US dollars to Vnesheconombank. The funds are made available under the agreement concluded  earlier.

 

The financial resources raised will be used by Vnesheconombank to finance foreign trade transactions conducted by Vnesheconombank’s customer enterprises.

On Holding a Meeting of Leading Export Credit Agencies’ Heads

An annual Meeting of leading world export credit agencies’ heads was held in Italy (the city of Florence) on March 26-27. The meeting was devoted to issues of working in the situation of the global financial crisis. State Corporation ‘Bank for Development and Foreign Economic Affairs (Vnesheconombank)’ took part in this meeting for the first time.

 

In his address Vnesheconombank Chairman Vladimir Dmitriev told the meeting about the Bank’s participation in carrying out measures for supporting the Russian financial system.

 

At the meeting, V. Dmitriev stressed the importance of establishing an Export Credit Insurance Agency on the basis of VEB’s subsidiary Roseximbank.

 

Since 2007, Vnesheconombank has been cooperating actively with leading export credit agencies. For example, in 2008 Vnesheconombank signed agreements on cooperation with German Euler Hermes and the Czech export credit agency EGAP. In January 2008, the Bank signed a Memorandum on Cooperation with the Kazkhstan State Export Credit and Investment Insurance Corporation. At the moment, the Bank is making efforts to agree upon the Draft Agreement on Cooperation with the Export Credit Agency EKF (Denmark), the Exports Guarantee Fund (Iran). Last year, Vnesheconombank became observer of the International Union of Export Credits Insurers (the Berne Union/the Prague Club) and the Organization for Economic Cooperation and Development’s Party on Export Credits and Guarantees.

 

Heads of export credit agencies and banks as well as representatives of government authorities from Brazil, the Great Britain, Germany, India, Italy, Canada, China, Russia, France, the US and Japan participated in the meeting.

 

In accordance with the Federal Law “On the Bank for Development” State Corporation ‘Bank for Development and Foreign Economic Affairs (Vnesheconombank)’ is to be responsible for insuring export credits against commercial and political risks. In February 2008, the Russian Government passed a Resolution “On the Procedure for Insuring Export Credits against Commercial and Political Risks by State Corporation ‘Bank for Development and Foreign Economic Affairs (Vnesheconombank)’. In June 2008, Vnesheconombank’s Management Board approved Provisional Rules for Insuring Export Credits, with the  Rules determining the procedure and terms of insuring by Vnesheconombank mid-and long-term export credits against commercial and political risks and a Standard Agreement on Insuring Export Credits.
