On Agreement between Vnesheconombank and the Udmurt Republic Government

State Corporation ‘Bank for Development and Foreign Economic Affairs (Vnesheconombank)’ and the Udmurt Republic Government entered into an Agreement on Cooperation.

On behalf of Vnesheconombank the Agreement was signed by Vnesheconombank Chairman Vladimir Dmitriev on behalf of the Government of the Udmurt Republic – Udmurt President Alexandr Volkov.

This Agreement aims to establish strategic partnership and promote long-term and effective cooperation between the parties in investment activity.

Under the Agreement the parties intend to cooperate in raising funds to finance investment projects planned to be carried out on the territory of the Udmurt Republic.

Top priority is to be given to projects in the following sectors: smelting industry, metalworking, agro-industrial complex, transport infrastructure. A list of projects is be made on the basis of the Program of Udmurt Republic’s Socio-Economic Development for 2005-2009 and main lines of Vnesheconombank’s activities.

The implementation of this Agreement would help address issues of supporting small and medium-sized enterprises as well as addressing top priority objectives of the region’s socio-economic development and boosting the region’s economic and industrial potential.

On the Completion of Transaction to Provide Vnesheconombank with Trade Financing

State Corporation ‘Bank for Development and Foreign Economic Affairs (Vnesheconombank)’ and the Finance Company Citi completed the transaction to provide Vnesheconombank with trade financing worth 25 million US dollars. The funds were made available under the agreement concluded earlier.

The raised financial resources will be used by Vnesheconombank to finance foreign trade transactions by Russian companies which are Vnesheconombank’s customers.

Citi is the leading world’s finance company servicing about 200 million customer accounts in more than 100 countries in the world provides its private customers, corporations, government organizations and institutions with a wide range of financial products and services including services to natural persons, lending, corporate and investment products, broker’s services on the securities markets and capital management services.

The Federal Service for Financial Markets Registers Five Issues of Vnesheconombank’s Domestic Currency-Denominated Bonds

On May 14, 2009, the Federal Service for Financial Markets (FSFM) registered five issues of Vnesheconombank’s domestic currency-denominated bonds for a total amount of 10 billion US dollars. Each issue’s amount is 2 billion US dollars.

On Regular Coupon Payments on OVGVZ Bonds of the 7th Tranche

On May 14, Vnesheconombank acting as the paying agent for the Russian Finance Ministry made payments on the next coupon on OVGVZ bonds of the 7th tranche.

OVGVZ bonds of the 7th tranche were issued by the Russian Finance Ministry in 1996 in the amount of 1.75 billion US dollars.

Maturity date of OVGVZ bonds of the 7th tranche comes due on May 14, 2011. Coupon yields on the bonds are paid once a year at a rate of 3% per annum.

On Signing a Memorandum of Intent on Implementing the Project to Build a Nitrogen Fertilizers Manufacturing Complex in Mendeleevsk

Today in the course of the Russian-Japanese Economic Forum in Tokyo, a Memorandum of Intent on Implementing the Project to Build a New Ammonia, Methanol and Carbamide Manufacturing Integrated Complex in the city of Mendeleevsk, the Republic of Tatarstan was signed.

From the Russian side the Document was signed by Vnesheconombank Chairman Vladimir Dmitriev, Tatarstan’s Nonprofit Organization Investment-Venture Fund’s Board of Guardians Chairman – Tatarstan’s Prime Minister Rustam Minnikhanov, OJSC Ammonii General Director Radim Vakhitov, from the Japanese side - by Mitsubishi Heavy Industries ltd Executive Vice President Sunichi Miyanaga and Sojits Corporation ltd Vice President Kazunori Teraoka.

The Memorandum signed provides for establishing partner relations and promoting long-term effective and mutually beneficial cooperation between the parties and it is  aimed at creating a modern high-technology complex which makes it possible to fulfill the task of providing Russian agricultural producers including those of the Republic of Tatarstan with quality nitrogen fertilizers.

Under the said Memorandum major Japanese companies intend to jointly supply complete set equipment to OJSC Ammonii including equipment with long manufacturing periods and conduct technical consultations on construction management. Vnesheconombank and Tatarstan’s Investment-Venture Fund are determined to participate in financing the project.

The complex under construction is the first ammonia, methanol and carbamide manufacturing integrated complex on the Territory of the Russian Federation, such high-technology production facilities have not been built in the Russian Federation for a long time.

This project is planned to be financed with Japanese funds to be raised by Vnesheconombank.
