Vnesheconombank Starts Financing the Urengoy Electric Power Station Construction Project

Vnesheconombank has provided the first tranche of about 1 billion rubles to finance the Urengoy Electric Power Station Construction Project (the city of Novyi Urengoy) subject to the credit agreement signed earlier with OJSC INTER RAO EES under which Vnesheconombank is to extend a bridge-credit worth 8 billion rubles.

The Urengoy Electric Power Station Construction Project is being implemented under the General Scheme for the Deployment of Electric Energy Facilities till 2020. The Scheme was approved by the Russian Government’s Order. The project is designed to secure the Tyumen energy system’s stability, supply power to the region’s oil and gas producing companies and create favorable conditions to maintain and increase hydrocarbons production levels. The project is being implemented with the use of the latest steam and gas technologies enhancing its energy efficiency.

Vnesheconombank’s participation in financing this project has been approved by VEB’s Supervisory Board.

Under Vnesheconombank’s Memorandum on Financial Policies, one of the Bank’s most important lines of investment activity is its participation in projects aimed at improving the energy infrastructure and boosting the Russian economy’s energy efficiency.

On Holding a Workshop-Conference with Administrators of Mono-Profile Populated Areas

In order to develop basic approaches to working out comprehensive innovative plans of developing mono-towns, a workshop-conference with administrators of mono-profile populated areas of the Khabarovsk region and the Primorasky Territory was held on December 26-27, 2009 in the city of Khabarovsk.

The Working Group on Modernizing Mono-Towns under the Governmental Commission on Enhancing the Russian Economy’s Sustainable Development and State Corporation ‘Bank for Development and Foreign Economic Affairs (Vnesheconombank)’ acted as the organizers of the event.

The workshop’s participants discussed basic principles of working out a strategy of developing mono-towns as well as the Nizhny Tagil Administration’s experience in developing a comprehensive innovative plan of the city’s development. After the said issues were presented and discussed, recommendations for administrators of mono-profile towns were formulated. The workshop’s participants heard out the reports by the heads of municipal entities and discussed strong and weak points of mono-towns and mono-settlements, their potential and possible mechanisms for implementing plans of development.

In attendance of the event were Head of the Working Group on Modernizing Mono-Towns under the Government Commission on Enhancing the Russian Economy’s Sustainable Development, Vnesheconombank Deputy Chairman Irina Makieva, Russia’s Regional Development Deputy Minister Yury Osintsev, representatives of the Sverdlov region, the Federal Project Financing Center and the expert community as well as administrators of mono-profile populated areas of the Khabarovsk region and the Primorsky Territory.

The workshop’s participants paid a working visit to the mono settlement of Svetlogorje in the course of which representatives of the Working Group visited the settlement’ township-forming enterprises, a secondary school and an orphanage. They also attended a meeting chaired by First Deputy Prime Minister Igor Shuvalov. They discussed problems faced by this mono profile settlement and potential lines of its further development.

Vnesheconombank’s Representative Office in the city of Khabarovsk was responsible for providing organizational and technical support for the workshop.

On Financing the Vanino Coal Terminal Construction Project

State Corporation ‘Bank for Development and Foreign Economic Affairs (Vnesheconombank)’ has started to finance the Vanino Coal Terminal Construction Project with a capacity of 12 million tons per year in the bay of Muchka at the port of Vanino (the Khabarovsk region). The port of Vanino is designed to transship coal from the Siberian Coal Energy Company’s coal deposits as well as from other companies to export it to the Asian-Pacific region countries.

Vnesheconombank provided the first tranche of its credit line in the amount of 1.5 billion rubles to finance expenses of CJSC Daltransugol (a subsidiary of OJSC SUEK, the operator of the terminal under construction) on purchasing technological equipment and paying for the construction work done. In order to implement the project, Vnesheconombank and CJSC Daltransugol entered into an agreement on extending credit resources worth 4.5 billion rubles for a period of 10 years.

The Vanino Coal Terminal Construction Project is one of the largest investment projects both in the field of developing the Russian transport infrastructure and in the Far East as a whole.

After achieving its rated capacity Vanino will become the largest coal port in the Far East and the second largest port in Russia. The implementation of the project will make it possible to receive and handle vessels with a deadweight of more than 170 thousand tons.

On Vnesheconombank’s Participation in the New Passenger Terminal Construction Project in the Vladivostok International Airport

The governance bodies of State Corporation ‘Bank for Development and Foreign Economic Affairs (Vnesheconombank)’ approved the financing of the new Passenger Terminal Construction Project in the Vladivostok International Airport. A credit agreement between the Bank and CJSC Terminal Vladivostok (a subsidiary of OJSC the Sheremetjevo International Airport) is scheduled to be concluded in the near future.

Besides extending credit resources in the amount of 3.6 billion rubles for a period of 15 years in order to reduce the debt burden and upgrade corporate governance procedures, Vnesheconombank is planning to participate in CJSC Terminal Vladivostok’s charter capital through buying out the company’s additional issue in 2010.

The Project aimed at building a terminal with an area of 55 thousand sq. meters and a capacity of 3.5 million passengers a year is being implemented as part of preparations for the Asian Pacific Countries Summit in 2012.

A total amount of capital investments under the project is scheduled to be about 175 million US dollars. The Project’s implementation period is 2009-2011.

The Bank’s participation in major transport infrastructure projects is one of its activity priorities.

On Vnesheconombank’s Participation in Building a Shipyard in the Primorsky Territory

The governance bodies of State Corporation ‘Bank for Development and Foreign Economic Affairs (Vnesheconombank)’ approved the opening of a credit line with a drawdown limit of 1 billion rubles for a period of 1 year to OJSC the Far Eastern Shipbuilding and Ship Repair Center to finance the development of project documentation to implement the project aimed at building a heavy-tonnage shipyard on the basis of the Far-Eastern Zvezda Plant (OJSC), the city of Bolshoy Kamen, the Primorsky Territory.

The project provides for building on the territory of the Far-Eastern Zvezda Plant (OJSC) a new shipyard with a dry dock making it possible to construct heavy-tonnage vessels with a deadweight of up to 250 thousand tons (oil and LNG tankers) and other sea equipment to develop shelf sea. Construction work on building a new shipyard is scheduled to start in the second quarter of 2010. An annual production program provides for constructing 3 to 6 heavy-tonnage vessels.

The construction of a new shipyard on the basis of the Far-Eastern Zvezda Plant provides for creating at least 2000 new jobs.

The credit agreement between Vnesheconombank and OJSC the Far-Eastern Shipbuilding and Ship Repair Center is at the coordination stage.
