Vnesheconombank Intends to Create Analogue of a Credit Histories Bureau for Projects that Received Support of Development Institutions

In the course of the Moscow International Forum “Open Innovations” Vnesheconombank, OJSC The Russian Venture Company, OJSC ROSNANO, OJSC SME Bank, the Small Enterprises Support Fund in Scientific and Technical Sphere, the Moscow Interbank Currency Exchange MICEX RTS, the Skolkovo Foundation, the Russian Foundation for Technological Development (RFTD) an the Strategic Initiatives Agency signed an agreement on organizing information exchange.

The agreement provides for regulating a process of transferring information on the results of considering investment projects between the said parties including providing information on expert examinations of projects, marketing and other research activities.

The parties are sure that the agreement’s implementation would make it possible to create an analogue of a credit histories bureau for projects that received support of development institutions and avoid overlapping expert examinations and as a result to speed up decision-making on supporting projects that are moving to next stages of innovative lift.

Vnesheconombank to Participate in Extending Syndicated Loan to Ecuador’s Company

In the course of the Ecuadorian President’s formal visit to Russia in the presence of the Russian President Vladimir Putin and Ecuadorian President Rafael Correa Delgado Vnesheconombank, CJSC ROSEXIMBANK (Vnesheconombank Group), GPB (OJSC) and Company EMPRESA PUBLICA ESTRATEGICA CORPORACION ELECTRICA DEL ECUADOR EP (the Republic of Ecuador) entered into a credit agreement.

Under the agreement the banks are to extend credit facilities for a total amount of up to 195.2 million U.S. dollars for a period of 14 years to the Ecuadorian Company.

Vnesheconombank is to act as a major creditor and its participation share is to amount to 140 million U.S. dollars. CJSC ROSEXIMBANK is to act as a paying agent.

The credit facilities will be used to fund expenses associated with constructing, supplying, installing and commissioning a gas turbo generator, introducing a combined cycle at thermal power station “Termo Machala” (El Oro Province) and building electric energy infrastructure under the agreement concluded in July of 2013 between LLC INTER RAO-Export and Company EMPRESA PUBLICA ESTRATEGICA CORPORACION ELECTRICA DEL ECUADOR EP.

The project’s implementation would help to stimulate manufacturing and export of Russian high-technology products as well as enhance economic, scientific-technical and trade cooperation between the Russian Federation and the Republic of Ecuador.

Vnesheconombank Participates in the 44th Session of the OECD Working Group on Small and Medium-Sized Enterprises

The 44th session of the Organization for Economic Cooperation and Development (OECD) Working Group on Small and Medium-Sized Enterprises took place in Paris from 22 to 23 October of 2013.

Vnesheconombank Deputy Chairman – Member of the Board Mikhail Kopeikin participated in the session speaking about Vnesheconombank’s participation in pursuing government SME policy, new mechanisms and forms of supporting small and medium-sized enterprises developed and introduced by VEB.

A main theme of the discussion at the session was the OECD Center for Small and Medium-Sized Enterprises report on conducting an analytical study of SME’s status and development in the Russian Federation. The said project was carried out on Vnesheconombank’s initiative with the assistance of the Russian Economic Development Ministry. The study will result in generating data comparable with other OECD countries on the development of the SME segment in the Russian Federation and on the efficiency of the state’s measures for supporting this sector. This project is also viewed as an important element of mutual exchange and close ties between Russia and OECD countries as part of Russia’s joining the said organization.

After the session Mikhail Kopeikin held talks with Director of the OECD Center for SME Sergio Arzeni. They discussed further steps as part of cooperation between Vnesheconombank and OECD in the SME sector. S. Arzeni stressed high efficiency of joint efforts with Vnesheconombank and offered to explore the possibility of expanding cooperation including Vnesheconombank experts’ participation in the projects of the OECD Center for SME as well as inclusion of Vnesheconombank’s experts in OECD coordinating bodies responsible for programs associated with the development of small and medium-sized enterprises.

M.Kopeikin also held a working meeting with the management of France’s development bank BPIFrance. At the meeting the two sides confirmed their mutual accords on cooperation in SME between Russian and French development institutions including cooperation in innovations. The two sides exchanged opinions on developing guarantee support for SME. They also discussed issues related to signing agreements between Vnesheconombank and BPIFrance in innovative support for small and medium-sized enterprises.

On Fulfilling an Offer on Vnesheconombank’s Bonds of Series 08

State Corporation ‘Bank for Development and Foreign Economic Affairs (Vnesheconombank)’ bought out 4 661 637 bonds as part of fulfilling an offer on bonds of series 08.

A coupon rate of 7.75% for a period of three years till the next offer was set with regard to the bonds.

The total volume of bought out bonds was placed under the secondary offering procedure on October 24, at a price of 100.0% of nominal value.

VTB Capital, Renaissance Capital, Sberbank CIB and Citibank acted as organizers of the offer and the secondary offering of the bonds.
