Vnesheconombank Participates in the 44th Session of the OECD Working Group on Small and Medium-Sized Enterprises

The 44th session of the Organization for Economic Cooperation and Development (OECD) Working Group on Small and Medium-Sized Enterprises took place in Paris from 22 to 23 October of 2013.

Vnesheconombank Deputy Chairman – Member of the Board Mikhail Kopeikin participated in the session speaking about Vnesheconombank’s participation in pursuing government SME policy, new mechanisms and forms of supporting small and medium-sized enterprises developed and introduced by VEB.

A main theme of the discussion at the session was the OECD Center for Small and Medium-Sized Enterprises report on conducting an analytical study of SME’s status and development in the Russian Federation. The said project was carried out on Vnesheconombank’s initiative with the assistance of the Russian Economic Development Ministry. The study will result in generating data comparable with other OECD countries on the development of the SME segment in the Russian Federation and on the efficiency of the state’s measures for supporting this sector. This project is also viewed as an important element of mutual exchange and close ties between Russia and OECD countries as part of Russia’s joining the said organization.

After the session Mikhail Kopeikin held talks with Director of the OECD Center for SME Sergio Arzeni. They discussed further steps as part of cooperation between Vnesheconombank and OECD in the SME sector. S. Arzeni stressed high efficiency of joint efforts with Vnesheconombank and offered to explore the possibility of expanding cooperation including Vnesheconombank experts’ participation in the projects of the OECD Center for SME as well as inclusion of Vnesheconombank’s experts in OECD coordinating bodies responsible for programs associated with the development of small and medium-sized enterprises.

M.Kopeikin also held a working meeting with the management of France’s development bank BPIFrance. At the meeting the two sides confirmed their mutual accords on cooperation in SME between Russian and French development institutions including cooperation in innovations. The two sides exchanged opinions on developing guarantee support for SME. They also discussed issues related to signing agreements between Vnesheconombank and BPIFrance in innovative support for small and medium-sized enterprises.

On Fulfilling an Offer on Vnesheconombank’s Bonds of Series 08

State Corporation ‘Bank for Development and Foreign Economic Affairs (Vnesheconombank)’ bought out 4 661 637 bonds as part of fulfilling an offer on bonds of series 08.

A coupon rate of 7.75% for a period of three years till the next offer was set with regard to the bonds.

The total volume of bought out bonds was placed under the secondary offering procedure on October 24, at a price of 100.0% of nominal value.

VTB Capital, Renaissance Capital, Sberbank CIB and Citibank acted as organizers of the offer and the secondary offering of the bonds.

Vnesheconombank to Extend First Credit Facilities for Developing a North-West Section of the Elginsk Deposit

In the course of a meeting of the Government Commission on the Socio-Economic Development of the Far East in the presence of Russian Prime Minister Dmitry Medvedev Vnesheconombank and LLC Elgaugol (a member of Mechel Group) signed a credit agreement on extending 150 million US dollars in the city of Komsomolsk-on-Amur.

On behalf of Vnesheconombank the agreement was signed by Chairman Vladimir Dmitriev and on behalf of LLC Elgaugol – by LLC Mechel Board Director Igor Zyuzin.

A decision on the Bank’s participation in funding the project “Development of a North-West Section of the Elginsk Coal Deposit in the Republic of Sakha (Yakutia) in the amount of 2.5 billon US dollars was made by Vnesheconombank’s Supervisory Board in September of 2013. All in all three credit lines are expected to be opened (the second line with a drawdown limit of 2 085 million US dollars, the third one with a drawdown limit of 418.7 million US dollars). The transaction also provides for Vnesheconombank to purchase a stake of 0.01% in LLC Elagaugol’s charter capital.

The project provides for implementing the first stage of the Elginsk coal deposit development with coal in place reserves of 2.1 billion tons by way of constructing an open cut colliery as well as a coal mining and processing integrated works with a rated capacity of 11.7 million tons of coal per year. This deposit is among the largest three undeveloped coal deposits in the world. The project’s total value is 4.74 billion US dollars.

Vnesheconombank and the Export-Import Bank of China Sign Framework Agreement

In the course of the 18th regular meeting of the Heads of State in the presence of Russian Prime Minister Dmitry Medvedev and Premier of China’s State Council Li Keqiang Vnesheconombank signed a framework agreement with the Export-Import Bank of China on opening a credit line worth 700 million US dollars.

On behalf of Vnesheconombank the agreement was signed by Chairman Vladimir Dmitriev and on behalf of the Export-Import Bank of China – by Vice President Liu Liange.

The agreement provides for extending credit facilities to Vnesheconombank to fund projects to be implemented on Russia’s territory in partnership with Chinese companies.

Vnesheconombank Raises Credit from the China Development Bank (CDB) to Build the Slava Complex

In the course of the 18th regular meeting of Russia’ and China’s Heads of State in the presence of Russian Prime Minister Dmitry Medvedev and Premier of China’s State Council Li Keqiang Vnesheconombank and the China Development Bank (CDB) signed a credit agreement.

On behalf of Vnesheconombank the agreement was signed by Chairman Vladimir Dmitriev and on behalf of CDB – by President Zheng Zhijie.

Vnesheconombank raises credit facilities worth 800 million dollars to fund the project on the construction of a multi –functional complex on the territory of Slava (The Second Moscow Watch Plant).
