Vnesheconombank Sign Quadripartite Agreement on Cooperation in Implementing Investment Project on Developing Innovation Agro-Industrial Parks on the Territory of the Far East Federal District

State Corporation ‘Bank for Development and Foreign Economic Affairs (Vnesheconombank)’, the Russian Far East Development Ministry, OJSC the Far East and the Baikal Region Development Fund and LLC AgroInvest signed an agreement on cooperation in implementing a project on the construction of five innovation agro-industrial parks on the territory of the Far East Federal District.

The project aims to ensure the Far East region’s comprehensive development of the agro-industrial sector and food security as part of implementing the Government Program of Developing Agriculture and Regulating Markets for Agricultural Produce, Raw Materials and Food Products for 2013-2020 approved by Resolution of the Russian Government dated July 14, 2012 №717.

The fist construction stage provides for building two innovation infrastructure facilities in the Primorsky and Khabarovsk Territories and then similar integrated facilities are to be built in the Amur, Sakhalin and Jewish autonomous areas. All five facilities are scheduled to be put into operation by 2016.

The project is to be funded on the terms of public private partnership. LLC AgroInvest will be responsible for implementing the project and raising funds from private investors under the auspices of the Russian Far East Development Ministry.

Director General of the Far East and the Baikal Region Development Fund Alexandr Bazhenov said, “Funding such an ambitious innovation project on the construction of a network of agro-industrial parks in the Far East Federal District is sure to become one of the Fund’s top-priority projects in the coming years. We are convinced that application of various public private partnership instruments can give a considerable impetus for the region’s economic development”.

“Russia’s entry into the WTO requires creating new mechanisms for t the state to support its agricultural producers. These are above all measures for improving infrastructure of the Russian agro-industrial complex. And today we are getting down o implementing such an advanced innovation project which will form the basis for ensuring the Far East region’s sustainable socio-economic development  and food security”, said  Russian Far East Development Minister and Presidential Envoy to the Far East Federal District Victor Ishaev.

A master class “Private Public Partnership in the CIS: Best Practices” was held on 11 and 12 December 2012 with the expert assistance of the UN Economic Commission for Europe (UNECE) on the basis of the Joint Public Private Partnership Department of Vnesheconombank and the Finance University under the Government of the Russian Federation.

This is the first training session under the agreement on cooperation between UNECE and Vnesheconombank aimed at organizing a dialogue between CIS countries and sharing experience in working out PPP strategy, developing instruments and mechanisms for implementing investment infrastructure projects on PPP terms. >>>

A practical workshop on sharing experience between specialists of State Corporation ‘Bank for Development and Foreign Economic Affairs (Vnesheconombank)’ and the China State Development Bank (CSDB) was held in Moscow. The workshop was organized as part of implementing the Agreement on Cooperation in Training Personnel and Sharing Experience between SCO Interbank Consortium Member Banks.

In the course of the workshop specialists shared experience in working out a strategy and a system of corporate social responsibility, organizing personnel training, main lines of developing educational initiatives, assessing positions of each bank as compared with leading foreign institutions. Representatives of CSDB told about their approaches to enhancing financial support for programs of renewable sources of energy as well as about the program aimed at boosting welfare of China’s population >>>

Irina Makieva Elected as Chairman of the Business Council for Cooperation with Slovakia

Vnesheconombank Deputy Chairman Irina Makieva participated in a meeting of the Business Council for Cooperation with Slovakia under the auspices of the Chamber of Commerce and Industry of the Russian Federation.

An opening address was given by Vice President of the Chamber of Commerce and Industry of the Russian Federation Georgy Petrov and by Ambassador Extraordinary and Plenipotentiary of the Slovak Republic to the Russian Federation Josef Migash.

The meeting’s participants discussed the Council’s day-to-day activity and an action plan for the next year. In the course of the meeting Irina Makieva stressed the need to update the Business Council’s member base as well as to make a list of attractive projects of bilateral cooperation. All members of the Business Council were provided with lists of multi-profile municipalities with industrial parks where Slovak investors might become residents.

Irina Makieva was elected as Chairman of the Business Council for Cooperation with Slovakia.

Vnesheconombank to Fund the Construction of the Kazbek Innovation Construction Project on the Territory of the Chechen Republic

In the city of Grozny, in the presence of Presidential Envoy to the North Caucasus Federal District Alexandr Khloponin and Chechen Leader Ramzan Kadyrov, State Corporation ‘Bank for Development and Foreign Economic Affairs (Vnesheconombank)’ and Closed Joint Stock Company the Kazbek Innovation Construction Technopark signed a credit agreement on extending 4.4 billion rubles for a period of 9.5 years.

On behalf of Vnesheconombank the agreement was signed by Deputy Chairman Anatoly Ballo and on behalf of the Kazbek Innovation Construction Technopark – by Director General Asvad Baisulaev.

Under the agreement credit resources are to be used to fund the project on the construction of the first innovation technopark on the territory of the Chechen Republic. The technopark integrates a complex of four interrelated facilities to manufacture advanced building materials: gas concrete blocks and slabs, fiber reinforced cement slabs, dry construction mixes and builder’s lime.

The project is included in the list of top-priority projects of the Chechen Republic as well as in the list of attractive projects of the North Caucasus Federal District’s Development Strategy up to the year 2025.

The project is designed to provide the construction market of the North Caucasus Federal with quality and affordable construction materials on the basis of developing the region’s own mineral raw materials.

A decision on the Bank’s participation in this project was approved by Vnesheconombank’s Supervisory Board in April of 2012.

The project was prepared with the assistance and direct participation of Vnesheconombank’s Representative Office in the North Caucasus Federal District headed by Arsan Demelkhanov.

In view of the project’s considerable significance for socio-economic development of the North Caucasus Federal District, the North Caucasus Development Corporation will participate in implementing the project through entering into the borrower’s charter capital.

The project’s total value is 5 billion rubles. Vnesheconombank’s credit will be used to purchase foreign equipment, build the project’s main production facilities and create required infrastructure.

The project’s implementation would help to create more than 250 new jobs as well as increase employment in related sectors by more than 2 thousand workers, introduce resource-saving technologies in the construction sector of North Caucasus republics and successfully implement the government program “Providing Affordable and Comfortable Housing for Russian Citizens in the North Caucasus” among other things by way of reducing housing construction costs by at least 30% and create an additional source of tax revenues in the budget of the Chechen Republic.
