Vnesheconombank Conducts a Regional Workshop Devoted to Development Projects of the Urals Federal District
Under the educational project “Training of Specialists – Participants in Investment Projects Implemented with the Assistance of Development Institutions” State Corporation ‘Bank for Development and Foreign Economic Affairs (Vnesheconombank)’ conducted a workshop for specialists working in government and municipal authorities of the Urals Federal District’s constituent entities and representatives of business structures.
A welcoming address was given by Deputy Governor of the Tyumen region Vladimir Mazur, Chief Federal Inspector of the Tyumen region Andrei Rutsinsky and Director of the Department for Investment Policy and Government Support for Entrepreneurship in the Tyumen region Vadim Shumov.
The workshop’s participants were informed in great detail about main lines of Vnesheconombank’s investment activity, principles and criteria of selecting investment projects, terms of projects’ financial organizational support with the use of public private partnership mechanisms. As part of the workshop a presentation of Vnesheconombank’s subsidiary – VEB-Leasing was made. In the course of the round-table discussion “Investment Potential of the Urals Federal District” specialists of Vnesheconombank’s Group commented on the investment projects provided to the workshop’s participants.
In the attendance of the workshop were 50 representatives of the regions comprising the Urals Federal District.
Vnesheconombank signed agreements on cooperation with the following Russian constituent entities of the Urals Federal District: the Sverdlovsk region, the Chelyabinsk region, the Khanty-Mansi Autonomous Area, the Yamalo-Nenets Autonomous Area. An agreement on cooperation between the Kurgan region and CJSC Tobolenergo in modernizing the public utility system was also signed.
Vnesheconombank participates in implementing the following investment projects of the Urals Federal District:
the Koltsovo Airport Modernization ( the total amount of investment is 3.369 billion rubles, with Vnesheconombank’s participation share being 2.3 billion rubles);
construction of the Urengoi power station (the investment amount is 24.48 billion rubles with Vnesheconombank’s participation share being 21.28 billion rubles through purchasing OJSC INTER RAO UES shares by the Bank.
construction of a Propylene Manufacturing Integrated Facility with a capacity of 500 thousand tons per year in the city of Tobolsk (the amount of investments is 2.43 billion US dollars, with Vnesheconombank’s participation being 1.44 billion US dollars). The projects was presented with several awards of foreign journals: Project Finance – “European Deal in Petrochemestry”, Trade Fianace – “The Best Deal of 2010”, EMEA Finance – “The Best Deal of 2010 in the Chemical Sector of Central Eastern Europe”).
At present Vnesheconombank is considering 14 investment projects in the Urals Federal District worth 175.3 billion rubles, the Bank’s projected participation share is 121.3 billion rubles. More than 21.1 thousand jobs are scheduled to be created as a result of the investment projects’ implementation, budget revenues are to increase by 87.4 billion rubles.

Vnesheconombank to Extend Banking Guarantee as a Security of OJSC Spurt’s Obligations
In the course of the Second Annual Forum “Small and Medium-Sized Enterprises – Contribution to the New Economy” State Corporation ‘Bank for Development and Foreign Economic Affairs (Vnesheconombank)’ and OJSC Spurt entered into Agreement on extending a guarantee in favor of the German Banking Group Kreditanstalt fur Wiederaufbau (KfW).
The Agreement provides for Vnesheconombank to grant a banking guarantee worth 31.8 million US dollars as a security for fulfilling OJSC Spurt’s obligations under the long-term credit extended by KfW.
The Credit Agreement between KfW and Spurt Bank was concluded as part of the German-Russian Initiative on Funding Small and Medium-Sized Enterprises. Under this Agreement the German Bank is to extend a credit worth 30 million US dollars to OJSC Spurt for a period of 4 years to further fund small and medium-sized enterprises operating in the energy efficiency sector.
The Agreement on the German-Russian Initiative on Funding Small and Medium-Sized Enterprises was signed between Vnesheconombank and KfW Bank in February of 2009.

Vnesheconombank and Roscosmos Start a New Stage of Cooperation on Projects in the Rocket –Space Sector
State Corporation ‘Bank for Development and Foreign Economic Affairs (Vnesheconombank)’ and the Federal Space Agency (Roscosmos) entered into an Agreement on Cooperation.
On behalf of Vnesheconombank the Agreement was signed by Vnesheconombank Chairman Vladimir Dmitriev and on behalf of Rososmos by its Head Vladimir Popovkin.
In accordance with Vnesheconombank’s main investment activity sectoral priorities set forth in the Memorandum on the Bank’s Financial Activity the Agreement provides for establishing strategic partnership and promoting long-term effective and mutually beneficial cooperation between the parties in implementing projects and programs in the rocket-space sector aimed at modernizing the Russian rocket-space complex including creating new space technologies, developing and manufacturing rocket-space equipment, upgrading land space infrastructures, retooling production facilities, increasing energy efficiency and energy saving in the space sector’s enterprises, using space activity results for national interests.
The Agreement’s implementation would help to boost exports of Russian high-technology products and services and promote cooperation ties between participants in international space activity.
State Corporation ‘Bank for Development and Foreign Economic Affairs (Vnesheconombank)’ is a key instrument for pursuing government economic policy. Vnesheconombank’s activity is aimed overcoming economic growth infrastructure restrictions, increasing natural resources utilization efficiency, developing high-technology industries, implementing projects in special economic zones, environmental protection projects, supporting small and medium-sized enterprises, providing support for agricultural and industrial exports and services, among other things, in order to diversify national exports. Aircraft construction and rocket-space complex are key priorities of Vnesheconombank’s investment activity.
The Federal Space Agency is an authorized federal executive agency. The functions of the Agency include pursuance of the state policy and legal regulation, providing state services and administration of the state space assets, as well as management of the international cooperation in joint space projects and programs, the activities of rocket and space industry entities relating to military space technologies, strategic missiles. The Federal Space Agency is also responsible for overall coordination of the activities at the Baikonur space port.

Vnesheconombank and the Russian Technological Development Fund Agree to Support Innovative SMEs
In the course of the Second Annual Forum “Small and Medium-Sized Enterprises – Contribution to the New Economy” State Corporation ‘Bank for Development and Foreign Economic Affairs (Vnesheconombank)’ and the Russian Technological Development Fund entered into a Memorandum of Strategic Partnership and Cooperation.
On behalf of Vnesheconombank the Memorandum was signed by Board Member – Vnesheconombank Deputy Chairman Mikhail Kopeikin and on behalf of the Russian Technological Development Fund – by its Director Mikhail Rogachev.
The parties agreed to develop instruments of financial and non-financial support for SMEs that are implementing innovation, modernization and energy efficiency projects including at research and developmet stages, and ensure continuous funding of SME innovation projects among other things under the Agreement on Cooperation between Development Institutions in Ensuring Continuous Funding of Innovation Projects, participate in operating technological platforms as well as provide expert, consulting and engineering support for projects aimed at developing and introducing innovations.
Strategic partnership and long-term cooperation between the parties aim to support and participate in pursuing the government policy of the Russia’s economy scientific and technological development, help to formulate a balanced and sustainable national system of financial support for projects and programs in top-priority scientific and technological sectors.
The Russian Technological Development Fund was set up to assist in pursuing government policy in research-technological and innovation activity. The Fund provides financial and consulting assistance in implementing research and technological projects and experimental developments including within international research and technological cooperation. The Fund is responsible for coordinating the most important and integration projects with the participation of medium and big private businesses, professional groups of developers and small innovation enterprises as part of technological platforms. The Fund is responsible for conducting research-technological, legal, financial-economic examination of research and technological projects and experimental developments and it also funds promising R & D on the basis of loans. The Fund is cooperating with educational institutions providing support for their participation in implementing research and technological projects as well as their efforts to improve curricula.

Vnesheconombank to Consult the Government of the Astrakhan Region on Forming a Project to Build Kindergartens on the Region’s Territory
State Corporation ‘Bank for Development and Foreign Economic Affairs (Vnesheconombank)’ and the Government of the Astrakhan region entered into a state contract on providing investment consulting services for state needs of the Russian constituent entity.
On behalf of Vnesheconombank the contract was signed by Board Member– Vnesheconombank Deputy Chairman Anatoly Ballo and on behalf of the Astrakhan region’s Economic Development Ministry – by Deputy Prime Minister - Economic Development Minister Askar Kabikeev.
Under the state contract Vnesheconombank is to provide investment consulting services on forming a Project “Construction of Kindergartens on the Astrakhan Region’s Territory on the Conditions of Public Private Partnership”.
Under the contract Vnesheconombank is to formulate a concept of this Project, take necessary measures to implement it and prepare documents needed to identify an investor by way of holding tenders and raise non-budgetary financing.
The Project’s implementation would make it possible to increase the number of places in pre-school educational institutions by 6.5 thousand by 2023, increase the proportion of children aged from 1 to 7 out of the total amount of children in need of pre-school education from 70.4% to 77.9%, reduce the number of children being on the waiting list for enrolling in pre-school educational institutions from 17 thousand to 12.2 thousand, create about 644 new jobs, to ensure the region’s budget savings of 302.88 million rubles and increase tax revenues in the Astrakhan region’s budget by 1, 479 million rubles.
