Vnesheconombank Participates in a Session of the OECD Working Group on Export Credits and Guarantees

State Corporation ‘Bank for Development and Foreign Economic Affairs (Vnesheconombank)’ participated in 128th session of the OECD Working Group on Export Credits and Guarantees on November 15, 2011.

In accordance with the session’s agenda and as part of promoting the Russian Federation’s entry into the OECD a presentation of the Russian Export Credit and Investments Insurance Agency set up by Vnesheconombank was made.

The presentation was made in accordance with the accords reached following the workshop organized in September of 2011 by the Russian Economic Development Ministry together with OECD with the participation of Vnesheconombank and leading foreign export credit agencies Coface (France), EGAP (the Czech Republic) and SACE (Italy).

The OECD Working Group on Export Credits and Guarantees was set up in 1963. The Group’s activity is aimed at formulating joint policy in the field of export credits with maturity periods of 2 or more years insured by export credit agencies operating with the assistance of or funded by governments of OECD member countries. The Group is composed of OECD member countries as well as organizations having observer status (the EC Commission, WB, the IMF and the EBRD).

Vnesheconombank Organized and Held the Fist Refresher Course at the PPP Department of Finance University

A Refresher Course “Formation and Development of Public Private Partnership in the Regions of the Russian Federation” was run at the joint Public Private Partnership Department at Finance Academy under the Russian Government from 7 to 12 November.

The refresher course took the format of lectures on the PPP status and prospects for its development in Russia, legislative development in the PPP area, preparation of PPP projects, risk management upon their implementation as well as in the format of practical training sessions devoted to practical examples of PPP projects in Russia and abroad. Among the speakers were executives and leading specialists of Vnesheconombank’s structural subdivisions, directors of Vnesheconombank’s foreign representative offices, experts from Vnesheconombank’s partner institutions including international financial institutions, law and audit firms and non-profit organizations.

The course was attended by 65 heads and specialists from federal and regional executive authorities, development institutions and private companies taking part in preparing, taking decisions on PPP projects, implementing such projects and agreements in the field of PPP from 28 regions of the Russian Federation including Moscow, Saint-Petersburg, Rostov-on-Don, Yekaterinburg, the Astrakhan, Bryansk, Volgograd, Vologda, Kaluga, Nizhny Novgorod, Sakhalin, Tyumen, Yaroslavl regions, the Altai, Krasnodar, Krasnoyarsk, Primorsky, Stavropol and Khabarovsk Territories, the Republics of Adygeya, Buryatia, Kalmykiya, Karelia, Sakha (Yakutia), Tatarstan, Udmurtia, the Chechen Republic and Khanty-mansi Autonomous Area.

The Joint Department “Public Private Partnership at Finance University under the Russian Government was opened in May of 2011. The Department’s activity focuses on implementing educational programs and running workshops for government and municipal employees as well as employees from business entities, training university economic students and writing guidance manuals and doing research on public private partnership.

Vnesheconombank Conducts Workshop for Indonesian Banks’ Management

Under the agreement on strategic partnership with the largest Indonesian Bank – Bank Mandiri, Jakarta, Vnesheconombank conducted a workshop for Indonesian Banks’ management. The workshop’s main theme was to study main activity lines of State Corporation ‘Bank for Development and Foreign Economic Affairs (Vnesheconombank)’ and its role in carrying out measures for supporting the Russian financial system during the global crisis.

The workshop’s initiator was the Indonesian Banking Development Institute which is a main center for training and professional development of Indonesia’s banking employees.

Heads of Vnesheconombank’s departments of financial institutions, infrastructure, debt and structural financing spoke about Vnesheconombank’s activity, its top-priority lines of activity, its participation in preparing and implementing the government program of supporting the Russian financial system in the crisis period of 2008-2010 as well as about its current activity on raising funds on capital markets and cooperation with banks of the Asian-Pacific region.

At present Vnesheconombank continues to maintain partner relations with leading South East Asian banks. The Vnesheconombank is most actively developing relations with financial institutions of Vietnam, Malaysia and Indonesia.

Bank Mandiri is the largest Indonesian commercial bank. It specializes in servicing Indonesia’s foreign trade and industry.

The SCO Interbank Consortium Development Strategy Approved

SCO Interbank Consortium member banks approved a Strategy of Further Development of the SCO Interbank Consortium for a Mid-Term Perspective (2012-2015) in the course of a meeting of the Council of SCO member states heads of governments in the city of Saint-Petersburg.

The document aims to more precisely identify priorities of joint activity taking into account actual tasks set by SCO member states, expand activity , enlist the services of observer states and SCO dialogue partners and monitor joint regional investment projects being implemented.

Vnesheconombank Chairman Vladimir Dmitriev proposed that this document was worked out at the 6th session of the SCO Interbank Consortium Council in 2010.

Before the session of the Council of SCO member states heads of governments there was an informal meeting the SCO Interbank Consortium Council where heads of the SCO Interbank Consortium member banks discussed issues of their current and future cooperation and summed up their performance for 2011.

In order to create a common business information space as a very important instrument for enhancing economic ties between SCO member states an International Business Forum ‘The Moscow Business SCO Dialogue” was held in Moscow on the same day. The Forum’s participants discussed issues of information technologies development, internet-communications, electronic commerce, exhibition activities, cooperation in power engineering, youth entrepreneurship and interaction between small and medium businesses.

The Shanghai Cooperation Organization Interbank Consortium was established on October 26, 2005. Its activity is aimed at supporting interregional economic development. The Interbank Consortium incorporates the following SCO member states’ authorized banks: the Kazakhstan Development Bank, the China State Development Bank, RSK Bank (Kirgizia), State Corporation ‘Bank for Development and Foreign Economic Affairs (Vnesheconombank)’, the Tajikistan State Savings Bank ‘Amonatbank’, and the Uzbekistan National Bank for Foreign Economic Affairs. The China State Development Bank has been the Chairman of the SCO Interbank Consortium since October 26, 2011.
