Vnesheconombank and Germany’s BHF-BANK Aktiengesellschaft sign loan agreements

The State Corporation “Bank for Development and Foreign Economic Affairs (Vnesheconombank)” and Germany’s BHF-BANK Aktiengesellschaft, a leading provider of export and commodity finance with a long track record in structured export finance in Russia and other Eastern European countries, have signed several individual loan agreements. These facilities will finance the supply of German equipment as part of the project aimed at developing and engineering the production of a new family of YAMZ-530 engines with an engine capacity range of 120-315 hp implemented by OJSC Avtodiesel (YAMZ).

The agreements were signed on behalf of Vnesheconombank by Petr Fradkov, Member of the Board – Deputy Chairman, and on behalf of BHF-BANK Aktiengesellschaft by Walter Schwertner, Vice President and Uschi Kirchner, Vice President.

Within the scope of the above documents, BHF-BANK Aktiengesellschaft will provide Vnesheconombank with loans totalling EUR 31.48 million. The amount of the loan agreement with Euler Hermes coverage is EUR 26.89 million. The total tenor of the Euler Hermes-backed financing is 8 years. The commercial loan agreement amounts to EUR 4.59 million.

The implementation of this project will help to meet demand among Russian manufacturers of trucks, agricultural and road construction equipment for competitive diesel engines assembled as far as possible using Russian-made components and parts. The launch of a new production facility with a high proportion of local input will help to ensure that products have lower unit costs than similar imported goods.

Vnesheconombank Conducts Training Workshop for the Kazakhstan Development Bank

As part of implementing the Agreement “On Cooperation in Training Personnel and Sharing Experience between Banks-Members of the SCO Interbank Consortium”, Vnesheconombank organized and held a training working shop for specialists of the Kazakhstan Development Bank (KDB) in a period from 10 to 13 October of 2011

Executives and specialists of Vnesheconombank’s key structural subdivisions presented information of the Bank’s top-priority lines of activity as well as the largest investment projects being implemented with VEB’s participation including those carried out on the conditions of public private partnership, they also told KDB representatives about principles and criteria of selecting investment projects at Vnesheconombank.

In the course of the workshop its participants discussed instruments for raising funds to implement investment projects as well as specifics of funding export projects and main mechanisms for monitoring and managing projects with due regard to changes emerging during their implementation.

In order to demonstrate the presented information in practical terms, KDB representatives were given an extended presentation on a facility funded by Vnesheconombank namely the Kolomenskoye Gas-Turbine Power Plant, which they also visited.

The SCO Interbank Consortium was established on October 26.2005. Its activity is designed to support regional economic cooperation. At the moment, it incorporates State Corporation ‘Bank for Development and Foreign Economic Affairs (Vnesheconombank)’, the Kazakhstan Development Bank, the China State Development Bank OJSC RSK Bank, the Tajikistan National Savings Bank ‘Amonatbank ’and the Uzbekistan National Bank for Foreign Economic Affairs. The Kazakhstan Development Bank acts as the chairman bank in 2010-2011.

Vnesheconombank Chairman Vladimir Dmitriev Participates in the 2nd Russian-Ukrainian Interregional Economic Forum

Vnesheconombank Chairman Vladimir Dmitriev took part in the 2nd Russian-Ukrainian Interregional Economic Forum with the participation of Russian and Ukrainian heads of state in the city of Donetsk (Ukraine).

The Forum’s participants focused on discussing the current state and prospects of border, interregional scientific and technical cooperation and Russian-Ukrainian cooperation in the production sector. The Forum’s participants gave high priority to Russian-Ukrainian cooperation in providing support for small and medium-sized enterprises (SMEs).

In the course of the Forum in the presence of Russian President D. Medvedev and Ukrainian President V. Yanukovich, State Corporation ‘Bank for Development and Foreign Economic Affairs (Vnesheconombank)’and OJSC SME Bank and the Ukrainian Union of Industrialists and Entrepreneurs (UUIE) entered into an Agreement on Cooperation in Providing Support for Small and Medium-Sized Enterprises.

From the Russian side the Agreement was signed by Vnesheconombank Chairman Vladimir Dmitriev and SME Bank Board Director Sergei Kryukov and from the Ukrainian side – by UUIE President Anatoly Kinakh.

This Agreement was signed to promote the development of Ukraine’s small and medium-sized enterprises through introducing advanced mechanisms for supporting SMEs and using the two countries’ business experience in this sector. The parties identified the following high-priority lines of cooperation:

  • providing consulting support for the Ukrainian Union of Industrialists and Entrepreneurs  by the Russian side in drafting Ukraine’s legislation on supporting SMEs with the use of positive experience of Russia and other countries;
  • providing information and consulting support for Ukraine’s SMEs with the use of SME Bank’s expertise;
  • rendering assistance to Ukraine’s and Russia’s SMEs among other things with the use of SME Bank’s experience in implementing innovative and high-technology projects designed to modernize production facilities;
  • sharing experience in creating and promoting infrastructure entities to support SMEs in Ukraine and Russia (innovation technology centers, leasing companies, business incubators, micro-financing institutions);
  • exchanging information on developing SMEs in Ukraine and Russia.

In the two sides’ opinion, this Agreement’s implementation would make it possible to expand cooperation between the two countries, boost SMEs role in promoting economic growth in Ukraine and Russia, create new jobs, address social problems, step up innovation activity and develop business culture.

Vnesheconombank Holds Round-Table Discussion on Providing Support for Small and Medium-Sized Enterprises

A round-table discussion on Russian-Ukrainian cooperation in providing support for small and medium-sized enterprises (SMEs) was held in the city of Donetsk in the course of the 2nd Russian-Ukrainian Interregional Economic Forum with the participation of Russian and Ukrainian heads of state.

The round-table discussion was organized by Vnesheconombank together with the Ukrainian Union of Industrialists and Entrepreneurs (UUIE) and the Donetsk Chamber of Commerce and Industry.

Board Member-Vnesheconombank Deputy Chairman Mikhail Kopeikin and Board Chairman of the Donetsk UUIE Regional Department Oleg Rogoza acted as moderators of the round-table discussion.

In attendance of the round-table discussion were representatives of the banking community including Vnesheconombank’s subsidiary banks, Ukraine’s and Russia’s non-government organizations as well as heads of Ukraine’s executive government authorities.

The round-table discussion’s participants discussed Russian-Ukrainian cooperation in providing support for SMEs among other things at a regional level as well as mechanisms for supporting innovative SMEs.

As a result of the round-table discussion a decision was made on the need to undertake joint efforts to introduce positive experience in providing the state’s support for SMEs including sharing information, providing consulting support as well as establishing cooperation at the level of banks, UUIE and RUIE, regional chambers of commerce and industry, sectoral non-government organizations of Ukraine and Russia.

Vnesheconombank to Extend Credit for the Construction of Poultry Producing and Processing Integrated Facility

State Corporation ‘Bank for Development and Foreign Economic Affairs (Vnesheconombank)’ and LLC EuroBio-Tech entered into a Credit Agreement.

On behalf of Vnesheconombank the Agreement was signed by Board Member-Vnesheconombank Deputy Chairman Anatoly Ballo and on behalf of LLC EuroBio-Tech – by Director General Alexander Zuev.

Under the Agreement Vnesheconombank is to open a credit line for LLC EuroBio-Tech with a drawdown limit of 5 billion rubles for a period of 8 years. The funds are intended for financing the project to construct a poultry producing and processing integrated facility in the Samara region with a capacity of up to 30 tons of broiler meat per year. The project’s initiator is OJSC The Samara Region Development Corporation.

The project aims to create an advanced production facility with production cycle maximum self-sustainability which includes production of fodder and incubator eggs, growing and deep processing of poultry and waste utilization. The project would create about 700 new jobs and generate budget revenues of 1 billion rubles.

The project’s implementation will make it possible to meet the region’s demand for domestically produced chicken meat.
